Our Story

Sunset Safety Agency was founded in 2022 on a straightforward premise: private patrol in Southern California had become reactive, transactional, and disconnected from the operational realities of the properties it served.

Boards were paying for visits that may or may not have happened. Property managers were calling generic dispatch lines and getting generic responses. Officers were rotating through properties so quickly that nobody learned anything about the communities they patrolled.

We built Sunset Safety Agency to be the opposite of that.

  • Real visits, documented in real time — every patrol is time-stamped, photographed, and visible in the client portal as it happens
  • Officers who know your property — same officers, same routes, same familiarity with your residents and staff
  • A partnership model, not a vendor model — boards, managers, and institutional contacts work with one point of contact who knows your operation
  • Free parking enforcement bundled in — because charging extra for the most-requested service made no sense to us

Three years in, we serve HOAs from Lake Forest to Tustin, property management portfolios from JD Property Management to Sares Regis, institutional clients including Concordia University Irvine, and mobile home parks across Orange County under the KMCMH portfolio.

From Explorer post to founder-led agency

Private patrol wasn't a pivot for us — it's where the founder started. The operation grew, but the standard never changed.

Years before the agency existed, founder Evan Gauvreau got his start in a Sheriff's Explorer program — learning patrol procedure, radio discipline, and community service the department way.

Licensed as California Private Patrol Operator #121577 and headquartered in Orange, the agency launches on a simple premise: every patrol visit should be provable.

Evan founded Sunset Safety Agency in 2022 to bring founder-led accountability to private patrol in Orange County — where property managers and boards could reach a decision-maker, not a call center.

He oversees operations, client relationships, and the technology stack that keeps every patrol documented — from 10-8 CAD dispatch to body cameras and client reporting.

Officer licensing: Every officer dispatched by Sunset Safety holds an active California Guard Card. Armed officers additionally hold an active BSIS Exposed Firearms Permit.

Insurance: We maintain coverage appropriate for licensed private patrol operations, including the public limits below. Certificates of insurance (COI) are provided to prospective and active clients upon request, including additional-insured language when required.

  • Commercial general liability: $1,000,000 each occurrence; $1,000,000 personal and advertising injury; $100,000 damage to rented premises; $5,000 medical expense; $2,000,000 general aggregate; $2,000,000 products-completed operations aggregate
  • Commercial auto liability: $1,000,000 combined single limit
  • Umbrella / excess liability: $2,000,000 each occurrence / $2,000,000 aggregate
  • Workers' compensation and employers' liability: Statutory workers' compensation; $1,000,000 each accident, disease per employee, and disease policy limit

Training: Officers receive ongoing training in conflict de-escalation, incident documentation, report writing, body camera operation, parking enforcement law (including CVC §22658), and the specific post orders developed for each property they serve.
